Executive Summary: Final Evaluation of the CASIP Project (April 2022 - March 2025)
This document presents the final evaluation findings for the Civil Society Accountability for the Security Sector Institutions in Palestine (CASIP) project, implemented from April 2022 to March 2025. Funded by FCDO with a budget of £1 Million and implemented by AMAN, CASIP aimed to enhance the accountability, transparency, and inclusivity of the Palestinian Authority Security Sector (PASS). The evaluation assesses CASIP's performance, effectiveness, relevance, impact, and sustainability, identifying successes, challenges, lessons, and recommendations to inform AMAN, FCDO, and future programming.
Overall Performance and Key Achievements
CASIP demonstrated highly satisfactory performance, significantly progressing towards its objectives and exceeding many targets
The PASS Integrity Index rose from 55% (2021) to 62% (Sept 2024), surpassing the project target and indicating enhanced ITA within PASS institutions
The project successfully implemented its planned activities, fostering both internal PASS reforms and external oversight mechanisms
High team morale and dedication were noted as contributing factors to its success
Performance Against Outcomes
Outcome 1: CASIP effectively empowered civil society, citizens, and media, significantly exceeding targets for community engagement and accountability efforts
Outcome 2: The project substantially enhanced PASS's institutional capacity, surpassing targets for implementing ITA improvements and developing integrity plans
